Jul 21, 2016 I have the same issues. I formatted my Macbook Pro 13 Late Retina and installing El Capitan along with the latest update. Cleared the NVRAM as well. The problem still occurs, with no plug-ins / add ons for Safari. Installing Google Chrome, and the pages loads/reloads with no problems.
